Does 301 Redirects Pass Link Juice?

 

In the Hump Day Hangout Episode 54, one of the questions raised was about 301 redirection links in private blog networks (PBN) inside the IFTTT.

 

The specific question was:

So I buy a expire domain with high metrics and 301 direct from the CPANEL to a web 2.0 would that give off the same link juice as building out the PBN??
