What is the Best Method in Ranking Inner Pages in Google?

During episode 68 of our weekly Hump Day Hangouts, a viewer asked about the best ways on how to improve the ranking of an inner page, which has been stuck for quite some time on the second page of search results page.

Potential client has a site with a lot of anchor text for “criminal defense attorney + city” to the homepage of a branded domain (for example johnsmith.com) it ranks well for “criminal defense+city” but now he wants to rank for another area of law. Google has already associated his homepage with criminal defense (hence his domain’s first page ranking for that term). Will it be 10X harder to rank an inner page for “business attorney+city”? If so, what’s the best method to move forward? Should I suggest creating a separate website? I don’t want to take on an impossible challenge in an already competitive niche. Plus I’ve heard attorney’s are a pain in the ass to work with. This is a warm lead is the only reason I’m entertaining this potential client. ?
